Who Needs Training?
Which staff need training?
All staff with unescorted access to identifiable secure air cargo will require training to some degree and fall into 3 distinct groups; those working for a Regulated Cargo Agent, those employed by a Known Consignor, or drivers of these, and those working under a Contracted Haulier Declaration.
The DfT training syllabus specifically for Regulated Agents and their drivers comprises –
- Cargo Aviation Security Principles-CASP
- Cargo Operative-CO
- Cargo Operative Screening-COS
- Cargo Supervisor-CS
- Cargo Manager-CM
There is a separate syllabus for Known Consignors and their drivers
- Known Consignor Operator (Formerly KC 1 – 7) – for general warehouse staff and their drivers
- Known Consignor – The Responsible Person (formerly Module 8) – available viaWebinar or classroom only.
The objective of the course, as specified by the DfT, is to ensure that all persons who have access to secure air cargo or mail understand their role and responsibilities in relation to keeping air cargo and mail secure.
Any person undergoing initial or recurrent training in accordance with this syllabus must have successfully completed their background or pre-employment check, as appropriate, before undergoing any training that includes access to information not publicly available. The employer is responsible for ensuring that the background /pre-employment check has been completed for the trainee.
The course should be taken in an office, classroom, or other suitable room or venue permitting the trainee exclusive access to the computer for the duration of the course in a private environment to prevent trainees working together or colluding.
Exactly which staff receive which level or module is down to the specific company to decide based of their knowledge of their operation and the rules set in place by the CAA/DfT.

Refresher Training
Over recent years there has been some confusion with certificate validity periods. However the safe rule is that all levels of training must be refreshed within two years. There is no period of grace following the expiry of a certificate, so once the training has expired the holder is required to receive specifically updated information, or re-sit the full course again in its current version. The only exceptions to this are the National X-ray Competency Test (NXCT) which must be repeated successfully within 13 months of the previous test; and the Cargo Manager level CM, which is valid for 36 months providing the holder has no direct involvement with the handling or screening of secure air cargo. If this is not the case and the manager is involved with the operation, the 24 month rule applies.
CASP & CO on-line course
The DfT full Regulated Agent training syllabus is divided into modules, 1-21, and students are required to take only those modules, or parts of those modules relevant to their role.
The TrainingTeam on-line CASP course is in 4 parts, based on the relevant sections of DfT Modules 1, 2, 3, and 6.
The CO (Cargo Operative) – For Drivers, course is split into 6 parts, based on the relevant sections of DfT Modules – 1,2,3,4,6,7
The CO (Cargo Operative) – For Warehouse Staff, course is split into 6 parts based on the relevant sections of DfT Modules – 1,2,3,6,7,9a
The online CASP course is generic, i.e. it covers the common requirements of all staff. However, for your staff to be considered competent by your security site manager additional training must be undertaken covering anything specific to your company and the trainees role and work place.
KC 1-7 Online Course.
The Online Known Consignor training syllabus is divided into modules 1-10.
The TrainingTeam on-line Known Consignor course is in 8 parts, based on the relevant sections of DfT Modules 1, 2, 3, 6, 7, 8, 9 and 10.
